Ok, what you do is sign up for an account at a free webhost provider such as Geocities, Tripod, etc... Then you upload the picture to their server and use the IMG HTML tag to embed the image. (ie: < IMG SRC="http://www.webhostprovider.com/picture.jpg">)
Note: There is no space between the < and the I.
