I live in Oregon too, and they mentioned it on the news, though I have no idea where they are. Why are people getting so scared of these things? There were some people they talked to that pretty much thought it was a bomb or something.

I say good for them! Rather than 'not comment on the situation' they filled the space with talk, and occupied themselves enough that they were not goaded into responding to the questions of the blood-thirsty media; they did not give a single 'good' sound-byte that I could discern.
Okay, so they could have not even stepped up to the microphone; but this whole thing is rediculous. I read (read, mind you, didn't see it first hand;)) that these 'IEDs' were up in most of these citys for 2-3 WEEKS. And then someone freaks out and calls the cops because an 8-bit light-bright character flipped them the bird.
They should have obtained a permit, and done proper advertising, I'll agree...but the kind of charges they are talking about it pretty rediculous. I don't feel it is their responsibility that someone mistook the lightbrights for 'sinister-looking' bombs.
That's my opinion, anyway.
All that being said. the city of boston, so TOTALLY over-reacted, Sure you want to take threats seriously, but there were no threats made, Only simple electronic Devices, which at once glance could be told from an explosive. I mean Come on, The reaction by the city of boston was just nucking futs!
As far as I can tell, all of the hysteria and panic is on-line hyperbole.

I'm sorry, but yes, calling it "paralyzing" is indeed hyperbole. I've seen movie shoots that were more disruptive to cities, and for longer than a few hours. Several movie shoots, come to think of it. I don't want to reach the point in my life where I've been late to various things because of more Will Smith vehicles than I can count on one hand.
Arresting the guys who did it? Tough call, especially since they'd need to prove that they meant to cause panic. They could easily plea not guilty by reason of stupidity. Or they could come up with some deep, compelling reason why bridge supports and train stations were the perfect place to put crude electronic devices with no obvious function.
As for "charging," what the hell? You want that the city should just absorb the costs of a false alarm that came about after people who are paid to, you know, think of things like how obscure and vaguely threatening something has to look before its a bad idea to attach it to a bridge gave it the okay? Someone in advertising fucked up, plain and simple, and 3/4 million dollars went to find out what the hell they were doing. I bet getting a damned permit would've been a hell of a lot cheaper, myself.

What reaction is appropriate to a transit worker reporting that there's a box with exposed wires giving him the finger near the train tracks that wasn't there yesterday? Ignoring it? Let's remember that no one says it's overreacting when the bomb squad detonates some poor bastard's bookbag that he accidentally dropped a block away from the White House.
