  Do you login normally via the "Administrator" log in, or your own?
  
  If it's your own, when you installed windows, did you set an administrator password?
  
  I presume you're using XP?

  I've had to do this before on a computer at work...but I don't remember what program I used. Here's one that I found

  The way these usually work is you create a boot disk, and follow the onscreen instructions. It will flush the old password, and you create a new one (recommend that it's only a temp password). This is all done pre-windows startup

  Mind you, he's using *Windows*. Linux shell commands sound terribly unlikely to be usable anywhere on a Windows system.

  Despite occasional carelessness with accounts, I have never needed to solve this particular situation.
  
  But the way I would go solving it... would probably include a boot disk, and some program which can either create or modify user accounts.

  If your on XP (or 2000) and you normally log in to a personal account rather than the "administrator" account, in the log in box (on XP press ctrl-alt-delete to bring up the log in box) instead of entering your login name, type administrator. As you haven't set an admin password, just press return and this should log you on to the admin account.
  
  You can now reset the password on your usual login via control panel.
