US Government and some companies wish to have a two tiered Internet, the free one will have limited bandwidth. For guaranteed high bandwidth (such a video) the content provider will have to pay the telecoms for the right.

    I signed it. I saw this on the news it is scary to have marketers manipulating the information you see or don't see.

    With BPL the need to upgrade networks will not be needed anyway. Which is the main argument they are using to created a 2 teir system to pay for upgrades.
