Well I have a general price list. There are two ways I am thinking of going. One is the time period being set in the Earth-Minbari war, which would tone down the amount of work but not give you as much freedom. Or I can do the four magor races (which is what I am leaning towards now). However, there is still the question of how the map will work (or if there will be one at all.
• RhettRhett (Not even a monkey)
Ok. Here is the first draft of the first part. Please let me know of any corrections that need to be made THIS IS A WORK IN PROGRESS

I. THE GAME

The game will be based off of the formula many other web-based games have used, a text display where you can purchase ships, and build buildings, research things, and attack new worlds. The twist on this is that it will be set in the universe of Babylon 5.

Rules:
1. Only one character per player.
2. If you find a cheat/bug, report it. If you do not you can be banned.

New player info:
When you join the game you will make an important choice. What race do you want to belong to? There are four separate races: The Narn, The Minbari, The Centauri, and The Humans (Earth Alliance). You will then be placed in a solar system containing other players from you race (and possibly some enemy players). Each solar system has approximately 5-8 planets.

Resources:
There are four basic resources: Metal (for building ships), Quantum 40 (for building jump gates and some ships), Troops (for homeworld defense and landing parties), and finally Credits (the basic money resource).

The Map:
There will be a map that will show which areas are controlled by whom. Each race will start with their own chunk of the map. However, people will want to expand to other planets for several reasons.
1. More resources
2. Better defense (you don’t have all your eggs in one basket)
3. You can earn the respect of those in your race. (see section called Leadership)
The ultimate goal of all the races is to either conquer all the other races into submission, or form alliances and then take over the galaxy.

II. DIPLOMACY

Leadership: Leadership in the game is a three-tiered thing. The first tier (and the most important) is that of the races President, Vice President, and two Advisors (names can be changed for different races i.e. for the Minbari, The Head of the Grey Council, Members of the Gray council).
The second tier is the one of solar system representatives. Each solar system will have two representatives.
The third tier is the basic people in all of the solar system.

Responsibilities:
The First tier has the right to form alliances with other races (they must achieve a majority yes/no vote from all of the constituents). They can also plan attacks against other races, issuing orders to the second tier representatives, who will then at the appointed time (to reduce warning risk) reveal this information to their general players in their respective solar system. Then the individuals may choose their own targets from a list prepared for each solar system (one target per player, unless two players want to combine forces).
First Tier elections will take place every two weeks real time. However, other players may attempt to overthrow the government if they think that they are doing a poor job. It requires general opinion from a solar system to go independent. Second Tier representatives will be constantly voted on and thus can change if public opinion is lost. (ALL REPRESENTIVIES AND OTHER GOVERNMENT FIGURES MAY RESIGN AT ANY TIME)

Revolutions:
If someone tries to overthrow a first tier set of representatives, the first tier leaders can resign peacefully or fight against the attempted over throwers. They can then organize attacks on the revolutionaries utilizing their own resources and those of the loyal people.

why not have a limit of star systems, say like 10000 right and each player has his own choice. and they can creat planets and build little empires make alliances while all being as truthful as possible to B5. like to get people to join your empire you go to your respected homeworld, like if im human i go to earth or if im minbari i go to minbar. like that. just my 2 cents, but as is its cool!
• MundaneMundane Elite Ranger
have been thinking on making something like that just to try...the main problem is that you have to make something orginally..and not just a B5 version of Planetarion.
• samuelksamuelk The Unstoppable Mr. 'K'
If you find a cheat/bug, report it. If you do not you can be banned.
How exactly do you enforce THAT rule?
• Rogue TraderRogue Trader Somebody stop him...
if theres a bug that allows you to get money or something and this player got more money then should.... BANNED!
• samuelksamuelk The Unstoppable Mr. 'K'
It doesn't say you can be banned for USING a bug...it says you can be banned for not reporting a bug you FIND.

BIG difference.
• WORFWORF The Burninator
Well, if you want to add something new, why not give the player a physical presence in the game. Wherever they are will boost whatever the location does...for example, if I sent my character to a mining planet, then the mining production would increase, if I set myself to be on a ship, then its stats would be raised in battle...or maybe it would raise the stats of all the ships in that particular fleet of ships. But you can only be in one place at a time, and maybe you could only be assigned to something in the same location...so I could leave the mining planet and return to my homeworld...but first id have to send a ship to the mining planet to pick myself up.

Just some ideas, I have no idea if they are possible or not.

Galen: I dont, I have no surviving enemies...at all

• RhettRhett (Not even a monkey)
Ok, in relation to the rules, I will have to go through and come up with a properly worded set of them. They are there now as a placeholder of sorts. Worf, I think that that is an excellent idea. You can send yourself in command of a fleet and the fleet gets a 20% bonus. But, if the ship you are on is destroyed, its "Game over man, game over!" There could even be a specific Air Force 1 type ship for yourself. These are all good critiques (sp), so please keep them coming!

That's real informative, jambo.

They're 4X strategy games. Basically, they are like those web based strategy games, only a lot more complex.

complex in a good way?
• BigglesBiggles The Man Without a Face
Yes. Think of them as being pure strategy, with a huge amount of versatility in what you can do.

• Yeah, I've always been dreaming up one of these in my spare time, but didn't have the tech knowledge necassary. Anything you need as far as concept goes, I'm in! I coud probably do a little graphics work, as well.
• RhettRhett (Not even a monkey)
Unfortunately, the tech aspect is what we need most... But anything people could do is appreciated. However, without someone with the tech experiance, we cant do much...
