I have to jump in and say this flatly:
The person that translated the news at Democratic Underground is an idiot. The person at "raw story" that reposted without checking facts was irresponsible.
This is no comment on Croxis, I love this thread and the weird news found here. Not Croxis fault that he runs into bad news reporting.
But I have to state some facts about that news item:
What was found was tally sheets or polling station reports ("actas electorales") and empty ballot boxes ("urnas") not actual ballots ("boletas").
The "actas" come with serial numbers, with duplicate originals per polling station, each comes with some eight copies.
What was found in the dumpster were the copies. For each tally sheet one original stays inside the box, the other goes into a sealed envelope on the outside. A copy goes outside a box in a clear plastic envelope (this is for the preliminary count system), other copies go to each party representative in the voting place.
The other documents found in dumpsters have been "incident sheets", where every anomaly or other incident worth noting is dutifully noted, signed and agreed by party representatives.
They were unfilled, clean, incident sheets, because there were no incidents. I guess they just didn't bother to fill them.
Throwing away those election materials is wrong in that they should have been turned in to the election authorities (they will throw it away in the end anyway). But is not evidence of any wrongdoing.
How do I know? I was a volunteer at a polling station this past 2-July-2006. I participated in the state elections, but we followed the same process, used the same voters registration list and stood side by side with the federal elections.
Worth mentioning too that many objections to the election you might be seeing in the news by the losing candidate (leftist Andres Manuel Lopez Obrador) simply could not happen because there were official observers from his party in the polling stations and they signed that they saw no irregularities.
At the beginning of July 2nd the PRD representative to the Federal Electoral Institute said they were sure it would be clean and they had not questioned much about the processes before the election...
After the results showed they were to be the losers they changed their tune, now according to them it was all a fraud and the voting process is flawed.
And now it seems it's all gonna drag for months before we have an official President Elect.
Just had to get that out.
Now back to your regularly scheduled posts...
(P.S. I tought of giving this reply as its own thread. If you think the Mexican Election is something you'd like to discuss in its own thread I could say a lot, and since I'm done teaching for the summer I might even have time to post it!)
