DS9 is, was, and always will be the trek bastard child of trek. There's no way around it. The show was not liked by berman, and its ratings for a good chunk of the run weren't exactly the best (but they were FAR Above those of Enterprise), partly due to the complex plot. It also has a relatively small, though dangerously loyal fanbase.
Maybe someone could successfully push a DS9 movie into the picture, but it wouldn't attract the casual trek fan without incorporating the Enterprise somehow. Now, I don't see this as a bad thing, but the cost of the DS9 and TNG casts for a movie would likely be more than most would want to pay for a now dead franchise.
