Haven't spent much time in Taipei, mostly in Taichung which is where the core of the worlds power tool industry is. As you said, I felt safe walking around there, though I wasn't alone in any real seedy parts.
One thing about Taiwan, best R & D in the world - Research and duplicate. I don't know how many times we'd see an element of a power tool we designed end up on a tool in a cheap import shop...

That's the problem. You wait for them to pass. If you don't want that to happen, *you* have to play the jerk and keep true to your path. This way, the person will likely subtly correct his/her path (assuming you look more "Driven" than they do to keep to this direction).
