Vorlon official protest?

I just remembered something. When the Centauri bombed Narn, there was an ISN report where "Earth, Minbari and Vorlon governments filed official protests with the Centauri."

Then I got to thinking, what would a Vorlon official protest look like?

"Though the avalance has already started, unlike the pebbles you still have time to vote."

    I rather thought thier protest to Deathwalker to be rather effective.
