Didn't they delay if not cancel the project due to some sort of foundation problem?
Biggest problem is weight, I see building it directly above bedrock pretty much as only option.
Also weight of it is such that it would cause considerable stress to bedrock which might actually cause smaller earthquakes when bedrocks settles to balance under that weight. (especially if there's old faults and fractures)

Because price of steel would literally explode.
For fire kindlers, a high carbon steel (to create sparks). For axes, a steel alloy containing vanadium and manganese (makes it hard and durable). For smithing tools, a steel alloy containing boron (makes it easier to harden the steel once you de-harden (dont know the right word) it. And for patternweldning (damascus steel) several different types of steel, some of which contain nickel.
Then there are also several different types of iron (non-hardenable steel, or vice versa, steel is hardenable iron)..
