Question about a quotation made by Delenn

Hello there,
In the last episode of the third season "Z'Ha'DUm" Delenn says "the past is the prologue of the present" and notes that this is a "human" quotation! Does anybody know, who said this ?
Well, I'm interested in this quotation because I study History and have to write a test on wednesday about historical methods.
And somehow this quotation fits into the stuff I'm dealing with at the moment.
So - if anybody knows something ... please post ! If would be very funny to deal with that quotation .....

Second, I just did a quick search and could find no source quote evidence though I did find a single PDF (google cache HTML version) that contains the saying. I have no clue what the source.
I didn't have my translation prog loaded but it is quoted as Shakespere

Actually, after a few minutes of Google-enabled detective work, it [i]is[/i] by Shakespeare. It's from [i]The Tempest[/i], spoken by the character Antonio. Act II, scene 1.
