    The President can request or delete things as he wants on the budget proposal, but Congress has the ultimate power to decide who/what gets funding.

    Many members of Congress are already looking at ways to pay for a repair. There's another article somewhere, but Congress has directed NASA to put aside 235 million dollars for a a repair mission.

    Striker is correct. The president can remove the request but congress is just as likely to put it back. Apparently this has happened many times in the past.

    Yeah. If the president doesn't care for the science aspect of NASA (which is really the part they should be concentrating on), it's worrying.
