  Sounds like the Preacher that was on the radio broadcast in Vice City. I can't remember his name, but wanted to erect a huge
  statue in his honor that would become a rocket ship to take them into space. He was also the one that claimed that transplants into Florida were ruining the state, in otherword people who'd come in the last 5 years, cause having been there 10 years, he was a native.
