    If it generated power, there'd be water flowing through it.

    The water draw pipes could be off to one side. They could also be inside. A lot of hydro power stations here have the generation plant a couple of km downstream from the dam itself. But if I had to guess I would say it looks more like a water supply dam.

    The dam James Bond jumped from is in Switzerland too, in the Versasca valley close to Lucarno.

    The powerplant is a few km from the dam.
    And the people below are tourists, like myself :)
