Action: Man...I'd have to say when Londo is giving his speech about "Where every other race would crumble to defeat, the humans fought back with greater determination" or something like that, in ITB.

Ahh good ole StarCon. Used to play Melee mode with friends for hours on end.
One time in high school, a friend and I played on a teachers computer in a back office all evening, finally looked up and it was almost midnight. To get out of the building we had to try 3 or 4 doors to find one that wasn't chained up!

That sequence gives me goose-bumps every time...
But as far as best scene goes:
Sheridan's and Delenn's farewell in "Sleeping in light"
From him walking in in his old uniform and meeting Delenn to him walking away, and she reaches out... it makes me cry every single time...
My favorite scene would have to be when Sheridan tells off the Vorlons & the Shadows "Your like two parents trying to manipulate their children...its our time to decide, now get the hell out of our galaxy"

The Elric speech was one of the best too if not the best.
