There's absolutely no reason not to join forces, and I'm fairly sure both would be more than interested in helping out. They should try talking to China as well, but China has already said they arn't interested in working with anyone else on space exploration (kinda odd though, given their most recent satellite has some ESA funding and instruments on board, as well as their contribution to the EU GPS alternative). You mean like Spain taking the credit for discovering America, even though it was found by an Italian captain, just because they funded his expedition and provided the ships?
Or, better still, how about American companies taking the credit for inventing fantastic electronic devices, despite the fact all the components are made in Taiwan?
If an American gets to the moon in an American spacecraft in a mission overseen by an American organization, I have no problems with taking the credit for it. Would you want to hear in history class, "Though the New World was 'discovered' and quickly claimed by the Spanish Empire, they do not deserve credit (or, depending on how you look at it, blame) for what happened. Indeed, much of the crews of the ships were Italian, and the sails were made from Corsican Canvas, and much of the ships' hulls were English wood. If it weren't for those countries, the Americas would never have been colonized! Unless the Spanish just used a Spanish-made ship, Spanish captain, and Spanish crew."
