Not necessarily...it could just be that Dr. Franklin new a lot about the Aborigines and their cultures. Given that he's a doctor and has travelled quite extensively (he mentions hitchhiking on various ships), his travels may well have put him in Austrailia.

The problem I have most with is having Captain Lochley in the game, but she is needed in the story and unless someone else has taken command of the station a year after A call to Arms, she has to be there.
