The way I understand it, it's an approximation of what a linear version of the narrative elements might have been like.
Since the author is only creating a literary simulation of the simulation, it’s not exactly like what would have been experienced in ITF. Narrative tools are used (like all of McCoy’s dialogue) that one wouldn’t find in the game, because the player would be the McCoy character. In the game the player would have had access to multiple interfaces that would allow interaction with the EA database, vid-mail, ISN reports, ship-to-ship communication, and strategic control of ships under one’s command. In the Journal, McCoy’s dialogue simulates some of the interaction that would occur by using those interfaces, and by doing so brings out relevant narrative material. McCoy’s entries before and after cockpit transcripts are used to convey some of the information that would have been in the mind of the player, and information that may have been in cutscenes and transitional sequences.
This is McCoy’s story. If the game had been finished, then each player would have experienced their own story – similar elements to McCoy’s story, but aligned and joined in different ways. The sim was created so that multiple play-throughs would offer multiple “stories” as some of the same elements from previous play-throughs, and narrative elements never experienced before, were aligned and joined in new ways, based on player actions, NPC actions, and a roll of the dice.
But, since the author can’t really use actual ITF material, which was all returned to Sierra, there is another level of simulation here. This is sort of what it would have been like. J

And no, you won't find any other games doing this yet.
