Yes, but it has to be explained SOMEHOW. I can understand the new jump vortexes in Crusade and ACTA because its in the "future".
For example, anytime new tech is introduced in Trek, it gets explained within a reasonable ammount of time.

It is simply a new show and so it can have a few different design changes........I mean, did delenn looked different in the pilot!!
I'm sure if you ask jms it will simply be that it is a different show......ie the Babylon 5 universe is the same to everyone in it
