I've just watched Legend Of The Rangers for the first time, so further viewings may change my opinion.
However, I do believe that this is the absolute worst of all the B5 films, and is in-fact one of the worst films I've ever seen.
The plot felt like it had been put together by someone who had a distict want to ruin B5. I would even go so far as to say that it was about on par with a Voyager episode as its worst. It had absolutely nothing resembling the epic sweep of the B5 series or indeed any of the films, with minimal action and a truely mundane plot.
I think the B5 films have been getting steadily worse since the wonderful ITB and Thirdspace. LotR is the worst. When will they actually make a real B5 film that is any good?
G'Kar was good though.
