It has been 1 week since Starfleet lost contact with the USS Agamemnon investigating DS12. The major races once again gather at Camp Khitomer, now under Federation control, to discuss peace. Since the end of the Dominion war, all of the races, bar the Cardassians, have continued the level of shipbuilding seen during the war as a precaution against a second Dominion Invasion or the Borg. However, the Cardassians who no longer have the recourses to maintain her fleets, begin to move to unilateral disarmament. The proposed measures include cutting each of the war fleets by 2/3rds, a total ban on weapons research for 15 years, and disarming of frontier stations. As news of this reached the colonies of the Federation, they were appalled and threatened to declare independence. Fearing a re-run of the maquis fiasco, the Federation moved to deal with them, ordering Starfleet to use "any and all means." The C&C, who was opposed to the talks, dispatched ships with certain crews he knew would not carry out such orders, including the USS Agamemnon. Upon arrival, these ships would assist the colonies in anyway possible and protect them against any one who attempted to take advantage of the situation, 12 ships went AWOL.
The Peace talks went ahead, and, as expected, among the topics were the total disassembly of the war fleets, without which the Federation would have fallen before the Borg, and Dominion. As the President of the Federation gave his speech, the C&C and many officers stood up and left, returning to their ships. The President ordered their return but received no reply.
Then fearing a civil war, the President declared a state of emergency, and ordered the arrest of the C&C, however more and more Starfleet ships began to join with the colonies and the C&C.
It was a prelude to war...
