If I were the executive producer, I'd go for someone different like Stephen Fry (yes, I know he's my first choice). Why? Because of what I said above and having a young good looking Doctor is going to put off Tennant's fans because...he isn't going to be Tennant. Someone like Fry is different but isn't going to be unpopular because he's not trying to follow in David's footsteps.
The same thing happened with Buffy when Angel left, the brought in another guy who wasn't Angel and thus wasn't liked that much.

I also disapprove of who as either Black or Woman simply on the grounds that right now, it'd be cliche and would hold no meaningful weight over staying male. If, by chance, an actress auditioned and did a doctor that Moffat loved, then go nuts. If not, then someone else should get the role without regard for race or gender.
I'd much rather see the next doctor be a Terminator. Makes about as much sense as anything else.

Joanna Lumley played Dr. Who for a "save the children" advent a few years ago on the BBC (for about 30 sec). It was a great skit.
