Earth standard time, is not just earth standard. The majority of major shipping companies will have adjusted ship time to match 'EST'. And as such journeys will be plotted / planned to (as much as possible), dock or unload during 'daytime'. Lets not forget the dockers guild. Despite the shift work, everyone prefers a good NIGHTs sleep.
Why should all this be true you ask? Because employees want more money for having to work irregular hours. By having skeleton crews on watch at a standard nighttime, this is reduced.
Besides (with regard to C&C) - jump gate bookings are made well in advance. They know there arent going to be any ships, so the computer just needs to be able to alert the command staff in the event of an anomaly.
